What are residual reserves?

The concept of residual reserves describes the tendency for us to protect mostly those places that are left over after we prioritise development and extraction activities, like agriculture and mining. I saw a map on display of Tasmania’s national parks on a recent visit to #cradlemountain, which highlighted the issue of residual reserves. So what do we do about this issue?
